Oracle AI World 2026 Announcements

Every Announcement, Pillar by Pillar

X MINUTE READ

Oracle AI World 2026 (October 25 to 28, Las Vegas) marked what Oracle calls a move from assisting with work to doing work. Explore the Oracle AI World 2026 announcements in this blog. Oracle now counts 75 packaged agentic applications across Fusion Cloud, and 25 of them run on Fusion Claw, a governed runtime built to finish multi-step work inside limits each organization sets. Chris Leone, EVP of Applications Development, told the keynote audience that everything he was talking about was "available to you right now in the current release that you're running."

The applications were only part of the week. Oracle also announced new compute on OCI, a data platform built to give agents business context, security controls inside the database, and a partnership that puts ChatGPT and Codex in front of Oracle systems. Many of these items carry no date, or "within the next 12 months" language, so every item below is marked with its status as Oracle has stated.

This recap is organized by pillar, and each pillar gets the same treatment: what was announced, what is available now, and what deserves a closer look.

The Fusion Platform: Claw, Companion and a New Front Door

The platform announcements apply to every Fusion pillar, so they come first.

Fusion Claw is what Oracle calls "a governed agentic execution runtime for Oracle Fusion Agentic Applications." Where a standard agent completes a task, a Claw-powered app takes on long, multi-step work: it analyzes, simulates scenarios, optimizes against constraints and then executes. Every run sits inside an operating envelope of objectives, policies, standard operating procedures, permissions, risk thresholds and approval requirements. The agent acts within its delegated authority, asks for approval outside it and escalates at the boundary. Each run ends with an Outcome Receipt recording who requested and did the work, which policy governed it, and what data and transactions it touched. Leone described two modes: research mode, which stages actions for a person to review, and governed full auto. Oracle's technical brief puts the control plainly: "Autonomous execution is only acceptable in an enterprise if the system cannot grant itself permission to act."

Fusion Companion takes a request from wherever someone is working and routes it to the right transaction, workflow, approval, agent or Claw-powered app, within that user's identity, permissions, policies and approval controls. Leone said the ChatGPT plugin is shipping through OpenAI's marketplace.

Fusion Agentic Home is the Fusion-native front door, with three modes Oracle labels Work ("Help me get it done"), Research ("Build me a trusted point of view") and Full Auto ("Do it for me"). Oracle's AI Agent Studio roadmap places the Agentic Home page in Update 26D and lists native mobile Companion apps and external orchestrator support as upcoming. Leone described the native iOS and Android experience as available now, so confirm the mobile timeline with Oracle. Leone's advice was to try Agentic Home now and roll it out broadly in January or February.

Fusion Setup and Configuration Registry (FSCR) is a public Git repository of AI skills, built and maintained by Oracle, that AI assistants and coding agents use to plan, execute, test and validate Fusion setup and configuration. As of its October 20 commit, the repository held 1,124 skills, including 457 for HCM, 243 for SCM, 196 for CX and 101 for ERP; the rest are shared, core, routing and common skills. In its HCM strategy session, Oracle claimed a 55 to 70% reduction in manual effort compared with traditional implementations, and its Customer Success Services team used AI tools and accelerators, including FSCR and AI Success Navigator, to stand up a configured prototype Fusion pod for AMC Theatres from E-Business Suite in 28 days. The README calls the repository sample and reference material that isn't covered by Fusion Cloud product support.

AI Agent Studio carries the build tools underneath all of this. Its roadmap lists natural-language development and a CLI for Update 26D, with agentic evaluation and monitoring, native mobile Companion apps and external orchestrator support marked upcoming, and bring-your-own self-hosted LLMs marked future.

Oracle AI Success Navigator, renamed from Cloud Success Navigator, is the implementation side of the same idea. Built on FSCR, it adds Discovery, Design, Configuration, Testing, Integration and Innovation agents, and early adopter Lexington Health said it "has allowed us to reduce certain design and configuration efforts by 80 percent."

Tip: FSCR requires Release 26D with the October 16, 2026 weekly maintenance pack or later. Confirm the pod is current before anyone schedules a demo.

Tip: Oracle's AI Agent Studio team offered a quick test for when Claw is the right tool. Does the task need to determine or revise its steps, weigh competing constraints, or adapt to changing information? "Yes to one or more? Consider Fusion Claw." No to all, and the slide points to a standard agent, workflow or simpler automation.

Human Capital Management

HCM's headline arrived five days early. At the HR Technology Conference on October 21, Oracle named seven Claw-powered agentic applications for HR. That release gives no availability date, though Oracle's October 26 release lists Workforce Orchestration and Payroll Activity Workspace among the 25 Claw-powered applications it calls now available.

Application What it does
Workforce Orchestration Develops workforce plans that balance demand shifts, cost and operational continuity, evaluating development, redeployment, hiring and external talent options.
Positions Command Center Connects position, employee, recruiting, cost and approval data to surface conflicts and downstream risks from position changes, then routes suggested fixes for approval.
Candidate Sourcing Analyzes workforce demand, groups candidates for action and coordinates outreach, campaigns and follow-up within established recruiting processes and approvals.
Recruiting Command Center Brings job, candidate, interview, feedback, offer and demand data together and prepares next steps for recruiter approval.
Workforce Compensation Evaluates pay options against budgets, pay guidelines and equity considerations, then prepares plans for review.
Payroll Command Center Reviews employee data, imports, timecards, retroactive changes and historical patterns to flag likely payroll issues and improve run readiness.
Payroll Activity Workspace Compares pay, balances and costs with prior periods, flags material variances and proposes follow-up for approval.

‍

Career Coach gives candidates a conversation from job discovery to offer, with role recommendations, application guidance and offer insights, on Oracle Recruiting career sites and through two-way messaging in Recruiting Booster over SMS and WhatsApp. Recruiters get a Pool agent that starts sourcing as soon as a requisition is created, even while it's pending approval, and a Campaign agent that prepares a campaign for stalled requisitions for the recruiter to review and activate. Oracle's hiring session summed up the line it is drawing: "The system advances work. People make the hiring decision."

On the workforce side, the Workforce Operations Command Center demo showed Claw restoring a hospital telemetry unit from 70% coverage to 99% by filling 70 of 72 open shifts for about 5% more cost, then entering the reassignments in Fusion HCM subject to approvals. The Contract Compliance Workspace blocks high-risk contract violations for represented workforces and routes medium-risk ones to a person. The Instructional Designer Workspace builds courses from existing documents, courses and potentially SharePoint content, with a pre-assessment so learners skip what they already know.

Customer results set the tone. Oracle shared ADT's numbers: about 90% of HR inquiries answered by AI, 26% fewer HR tickets, and two to three hours saved per performance review cycle. Spectrum, which runs HR for about 100,000 employees on Oracle HCM, reviews each AskHR use case with IT, security, legal and HR, and keeps pay changes, exceptions and sensitive record changes with people.

Tip: Recruiting Booster carries the SMS and WhatsApp channels for Career Coach, and WhatsApp also needs the Redwood experience enabled. Confirm both before promising candidates a text-based experience.

Enterprise Resource Planning

Finance has one named Claw-powered application, Ledger, first announced September 29 and listed again at AI World, and it goes straight at the close. We found no ERP-specific AI World release; ERP news sits in the cross-Fusion announcement, the September 29 Claw launch and the SharkNinja customer release.

Ledger works across large volumes of accounting entries to improve close readiness and resolve accounting exceptions faster. It reconciles information, investigates exceptions and anomalies, and applies deterministic computation to complex financial analysis, with approved execution inside policies and controls. Oracle lists it among the 25 Claw-powered applications that are "now available."

Procurement Spend matters to finance teams too, though Oracle files it under Supply Chain & Manufacturing. It analyzes spend, supplier agreement and purchasing data to find maverick spend and contract leakage, explains root causes, quantifies savings and recommends corrective actions for approval.

Finance also gains from the platform news. FSCR holds 101 ERP skills, and Oracle's October 27 Fusion Data Intelligence release covers analyzing EPM budgets and forecasts alongside actuals (more under Analytics below). SharkNinja, featured in its own AI World release, uses Fusion ERP, EPM and SCM with Oracle Integration, which uses AI to flag integration and EDI errors, and plans to add HCM.

Tip: Oracle's 26A and 26B Financials readiness books describe a Ledger Agent (in 26A through Early Adoption only) with no mention of Fusion Claw, while the Claw-powered Ledger application was announced September 29, 2026. Check which one a conversation is about before comparing capabilities or licensing.

Supply Chain Management

Supply chain got three Claw-powered applications, all described by Oracle as "available within Oracle Fusion Cloud Supply Chain & Manufacturing (SCM)." Each one tackles a planning problem with competing constraints, the kind of work Oracle's AI Agent Studio guidance says suits Claw.

‍

Application What it does
Supply Planning Allocation Decides how to allocate scarce materials and capacity across competing demand, weighing production lines, work centers, finished goods, components and trade-offs, then prepares allocation plans for review and approval.
Shipment Load Planning Works to reduce transportation costs and meet service levels by evaluating consolidation options across timing, capacity, service commitments and cost, then acts on approved plans.
Procurement Spend Analyzes spend, supplier agreement and purchasing data to detect maverick spend and contract leakage, quantify savings and recommend corrective actions.

‍

S.Y. Shenoy, SVP of Applications Development, framed the shift as moving supply chain teams "to governed action across critical supply chain processes." FSCR adds 243 SCM skills for setup and configuration, the second-largest set after HCM.

Oracle's AI Agent Studio session used supply chain for two of its Claw examples: shipment load planning that collects orders, optimizes loads, validates results and generates the planner workbook, and shipment planning that tests two-, three- and four-week pull-ins using lessons from prior runs.

Tip: Oracle's September 29 Claw release named a "Shipping Consolidation" application, and the October 26 release names Shipment Load Planning with a similar description. Oracle hasn't said whether one replaced the other, so confirm the current name before referencing it in a roadmap.

Customer Experience

CX got five Claw-powered applications, all "available within Oracle Fusion Cloud Customer Experience (CX)." One of them, Account Territory Growth Plan, was first named in the September 29 Claw announcement. They span sales, service and configuration.

‍

Application What it does
Account Territory Growth Plan Models and compares territory configurations, weighs trade-offs and optimizes coverage and opportunity allocation within capacity limits before taking authorized action.
Service Health Check Spots emerging service-performance issues, finds likely root causes and prepares actions across knowledge, automation, routing, policy and process for review.
Strategic Field Demand Planning Aligns field capacity with customer demand while managing overtime costs, predicting resource needs and identifying coverage gaps.
CPQ Test-to-Production Setup & Configuration Migration Assembles a migration package's changes and dependencies into a reviewable report, flags issues before deployment and runs approved migration steps.
Executive Briefing Document Researches account engagement, company news, product footprint, revenue potential and org hierarchy, then builds an editable briefing for the meeting.

‍

Kartik Raghavan, SVP of Applications Development, was quoted in the CX release. FSCR adds 196 CX skills.

A session on sales planning and incentive compensation placed Oracle Sales, Incentive Compensation and CPQ on a four-stage AI adoption curve: Fusion-First, Agent-Assisted, Agent-Led and Autonomous. Demos included an Incentive Plan Builder that drafts a compensation plan from uploaded plan documents, a Plan Designer that stress-tests plans with explainable performance modeling, and the Sales Command Center. No release dates were given for those demos.

Tip: CPQ Test-to-Production Setup & Configuration Migration has the least glamorous name on this list, but it may pay back fastest for teams that move CPQ configuration between environments by hand.

EPM and Enterprise Data Management

EPM didn't get a press release of its own at AI World. Its news came through the sessions and the monthly updates, and it adds up to a steady run of agentic assistants through 27A, with Enterprise Data Management (EDM) positioned as the business-context layer for AI.

The delivery model matters as much as the list. The EPM Assistant has been available since 26.04 for Planning, FreeForm and Enterprise Profitability and Cost Management (PCM). The other agentic assistants follow the same pattern: a Service Administrator downloads Oracle's prebuilt assistant definitions, imports them into Fusion AI Agent Studio, connects the EPM application and adapts them.

‍

Area Assistants and target release
Platform EPM Assistant (26B, enhanced in 26D); Task Manager assistants (26B); Insights and Semantic Context (26D); Data Exploration (27A)
Reporting Narrative Reporting assistant (26B, 26C); Reporting Agent causal analysis, ranking top or bottom contributors (embedded feature, 26.10)
Consolidation and close Diagnostic and Rule (26.07); Approvals (26.09); Process and Journals (26.10); Enterprise Journals (27A)
Account reconciliation User, administrator, transaction matching and run-report assistants (26.06); Transaction Matching Configuration (26.11)
Tax Return-to-accrual (26B); Tax Journal and Governance (26C); Tax Payments (26D); Supplemental Data (27A)
Planning and PCM PCM Performance (26B); PCM Interrogation and Calculation (26C); Long Range Planning, Modeler, Prediction What-If and Signals (26D); Planning Unit Approval (27A)
EDM Request Authoring (26B); Email Approval (26D); Dimension Member Lookup and notification-based data sync (27A)

‍

The demos went further. A Reconciliation Agentic App (Rec Prep Assistant) showed account-analysis reconciliations prepared by AI from a reconciliation policy document, in place of a manual spreadsheet process of carrying balance explanations forward. No date was given. An EPM Modeler Agent preview turns a described planning need into a design that can be inspected and refined into a Planning application.

Oracle's EDM session argued that agents need more than a catalog, and that EDM governs the context they lack: hierarchies, definitions and properties, mappings, multi-dimensional intersections, and request history and lineage. Verizon is consolidating 11 master-data tools into EDM.

Tip: Generative AI features stop working on EPM environments that are not on 26.08 or later by the end of January 2027. From 26.12, environments also reject EPM Automate clients from 26.08 or earlier, and accept only .epw password files generated by EPM Automate 26.09 or later, so plan both upgrades together.

Analytics, Database and Data Platform

The data-layer story is about giving agents governed business context. Several pieces are available today, several are planned within the next 12 months, and some have no date yet.

Fusion Data Intelligence (FDI)

‍

Capability What it is Status, in Oracle's words
FDI Data Agents Plain-language questions answered inside FDI dashboards Generally available
E-Business Suite Data Intelligence Prebuilt analytics for customers moving from E-Business Suite to Fusion Applications Generally available
FDI for US Government Analytics for eligible customers in supported FedRAMP-authorized Oracle US Government cloud realms Generally available
Fusion Operational Analytics One interface for analytics and transactional reporting Available on a limited basis
FDI Deep Insight Agents Open-ended investigations across FDI data Planned for general availability within the next 12 months
EPM integration EPM budgets and forecasts analyzed alongside actuals No date given

‍

Oracle AI Data Platform. Oracle is adding business ontologies with an AI Discovery agent that helps generate them, a Semantic Reasoning Engine that assembles business context before it reaches the model, Deep Insight Agents, and an AI Registry that keeps a central inventory of agents, tools, skills and MCP servers. Registered agents are reachable through Oracle Agent Hub or supported third-party assistants such as ChatGPT and Claude. Oracle says these capabilities "will be available within the next 12 months," with AI Governance and Control planned for agent testing and policy assessment.

AI Database and Deep Trust. The Deep Trust AI Architecture is Oracle's blueprint for building trust into the stack. Its pieces include Deep Data Security (end-user access rules enforced in the database), SQL Assertions (business rules enforced in the database), Deep Trust Data APIs (controlled read and write access to business objects such as purchase orders), Deep NL2SQL and the APEX AI Application Generator. The release gives no dates, but Oracle's Deep Trust session described these capabilities as available now at no additional charge, with many requiring AI Database 26ai. Oracle is also offering security and patching tools free or at a steep discount to co-managed and on-premises customers through the end of February 2027.

Lakehouse and multicloud. The Autonomous AI Lakehouse gains an AI Data Catalog and a Business Semantic Layer within the next 12 months, plus SQL support to create, populate, update and delete Iceberg tables, a Data Lake Accelerator with up to 3X faster queries in Oracle's benchmark tests, and a Business Simulation Engine built on native Essbase, with no date given for those. Oracle AI Database@Google Cloud is now generally available in Mexico, and Oracle announced plans to obtain FedRAMP Class D (formerly FedRAMP High) certification for its multicloud AI Database services for US government workloads.

Tip: Read "within the next 12 months" as a planning signal, not a project date. Build roadmaps on the generally available items and revisit the rest each quarter.

Infrastructure, Security, OpenAI, NetSuite and Partners

OCI Infrastructure

OCI's news centers on more choice in AI compute, and most of it is planned. OCI cloud infrastructure revenue reached $7.4 billion in Q1 of fiscal 2027 (June to August 2026), up 121 percent year over year, according to an AI World blog post by Karan Batta, Oracle's SVP of OCI product.

Announcement Status
NVIDIA Vera Rubin NVL72 and Vera CPUs on OCI Now generally available
Google TPU 8t (training) and TPU 8i (inference) on OCI Available in calendar year 2027
Cerebras wafer-scale inference Planned for 2027
SambaNova SN50, OpenAI Jalapeño accelerators (developed with Broadcom), managed NetApp ONTAP, F5 protection, Netskrt CDN Planned, no date
AMD EPYC-based E7 compute instances; Intel Diamond Rapids-based X14 offerings E7 upcoming; X14 planned; no dates given

‍

OpenAI Partnership and Security

The OpenAI partnership puts ChatGPT and Codex in front of Oracle systems. Oracle AI Workspace is designed to connect Fusion Applications, NetSuite, AI Database and OCI to ChatGPT through plugins, with sign-ups open for an upcoming limited availability. App Composer lets employees build applications with Codex while Oracle runs them on OCI, with limited-availability sign-ups open. The Oracle AI SMB Bundle offers small and midsize businesses $12,000 a year in Oracle cloud credits for up to three years, in limited availability. Oracle is also establishing an AI Services Practice, led by Oracle Customer Success Services, whose teams Oracle and OpenAI will train together, and plans to train and certify one million developers and professionals on OpenAI technology through Oracle University.

On security, Oracle AI Security Mesh uses OpenAI cyber models to find and fix vulnerabilities, with customers approving fixes; Oracle gave no availability date. OCI Identity Assurance, generally available in US regions since March 2026, supports facial, fingerprint and voice biometrics, according to Oracle's October 27 blog. Oracle plans step-up verification for sensitive operations such as bank-account changes, including Fusion HCM bank-account update workflows, and for verifying the human behind AI agent approvals.

NetSuite and Industry Applications

NetSuite's SuiteWorld news included a sizable set of AI features customers can use now. SuiteSkills (more than 45), AI Portlets, AI Workspaces and select industry SuiteAgents are "now available in all markets where NetSuite Next is available." Other capabilities, including SuiteAgent Studio, SuiteFlow Agent, Ask Oracle Connectors and new NetSuite Data Intelligence (formerly NetSuite Analytics Warehouse) features, are planned for a future NetSuite release. Separately, AI Agent Studio for Industry Applications brings no-code and low-code agents to engineering and construction, retail, finance, restaurants, government, utilities, communications and hospitality, planned within the next 12 months in the US.

Partners

Oracle announced a $1 billion, four-year commitment to its partner ecosystem covering training and certification, development and demo environments, cloud migration, go-to-market and Marketplace. Oracle Marketplace is adding Oracle-validated, partner-built AI agent templates for Fusion workflows and a larger share of Universal Credits usable on Marketplace.

Cost, Governance and the Deadlines to Plan for:

Agents that act on transactions raise three practical questions in every pillar: what they cost, who controls them, and what has to change first.

Cost. Oracle bills agent work in AI Units, and Leone said Claw consumes them only while reasoning, handing execution to ordinary compute. Budgets are set per application and agent, with warning thresholds each organization configures (Oracle's demo used 60%). Oracle's 26D notes describe auto-stop as something to enable: "Enable auto-stop to prevent new runs when a selected budget is exhausted." Until it is enabled, don't assume spend is capped. We did not find published pricing for the Claw-powered applications in Oracle's AI World announcements. Oracle's AI Agent Studio team pointed to 30,000 AI Units a month for testing and experimenting. Confirm what each subscription includes.

Governance. In our view, the customer sessions were more cautious than the keynotes. At a customer panel on HCM agents, reported by diginomica, IHG said legal approved an interview scheduling agent with little resistance but pressed for human oversight in Talent Best Match. Acosta Group spent significant time with legal on job postings that needed AI-related language, and UL Solutions warned that even out-of-the-box agents take real testing and debugging. Plenty of agents are ready to go. Fewer organizations are ready for them yet.

‍

Item What Oracle has stated
Oracle Digital Assistant prepackaged SaaS skills Discontinued on November 21, 2026
HR Help Desk "All organizations must migrate to Help Desk in the Redwood experience PRIOR to their 27B update"
Apply with Indeed Phased out starting in 27A; move to Direct Apply with Indeed
EPM generative AI Environments not on 26.08 or later lose access by the end of January 2027

‍

Recomendations on What To Do Next

The agents now have a job description. Writing it is the customer's job, in every pillar.

  1. Pick one outcome and one team. That was Oracle's own closing advice in the HCM strategy session, and it applies just as well to a close process, a shipment plan or a sales territory.
  1. Bring legal and security in on day one. Agree what stays human, what needs approval, and what Fusion data may leave the environment through ChatGPT or other front doors.
  1. Use the free runway. AI Success Navigator is free for Oracle Fusion Cloud Applications customers, and eligible in-person AI World attendees have up to three complimentary Oracle University certification exam attempts through December 31, 2026.
