In June 2026, the U.S. Office of Personnel Management (OPM) awarded Oracle a nearly $400 million, 10-year contract to support the Federal HR 2.0 initiative. The program is intended to move federal organizations away from more than 100 legacy HR systems toward a governmentwide Oracle Fusion Cloud HCM platform.

While the overall scope, rollout, and agency-level requirements are still taking shape, one thing is clear: HR 2.0 represents a significant transformation for federal HR technology.
