Oracle Recruiting Cloud Implementation for National Laboratory
Oracle Recruiting Cloud (ORC) | Cloud HCM
Scope of the Project
A Department of Energy (DOE) National Laboratory partnered with Elire to modernize its recruiting operations by replacing its on-premise Taleo Recruiting Management System with Oracle Recruiting Cloud (ORC). This project focused on streamlining the hiring lifecycle—from job requisition to onboarding—by implementing a scalable, cloud-based platform designed to enhance candidate engagement and internal process efficiency.
The Challenge
The DOE Laboratory’s legacy recruiting platform, Taleo, no longer aligned with the laboratory’s evolving hiring needs. The system lacked flexibility, created inefficiencies across recruitment workflows, and made it difficult to deliver a seamless experience for both candidates and internal teams.
The DOE Lab needed a modern cloud solution that could:
- Standardize job creation and approval processes
- Centralize applicant data and communication
- Improve onboarding effectiveness
- Ensure compliance in a secure, research-driven environment
Given the specialized hiring demands of a national research lab, the new system needed to be intuitive, secure, and capable of supporting a highly technical workforce pipeline.
Success Delivered
Elire successfully led the implementation of Oracle Recruiting Cloud (ORC) for the DOE Lab, delivering the project on time and within budget. Leveraging deep experience with Cloud HCM implementations, Elire ensured a smooth transition from Taleo, aligning technical configuration with the DOE Lab’s recruitment strategy and compliance needs.
As a result of the project, the client achieved:
- Streamlined and standardized recruiting processes
- Enhanced data security and applicant tracking
- Faster time-to-hire and improved onboarding flow
- A better candidate experience and employer brand presentation
- Talent pool management to support long-term workforce planning
The new ORC environment positions the client to compete more effectively for top-tier talent in a competitive research environment, all while maintaining rigorous compliance and operational efficiency.
About the Client
Elire’s client, DOE Laboratory is one of the national laboratories of the United States Department of Energy. Since its inception, the Lab has been instrumental in nuclear research for the U.S. Government. Today, the Lab performs work in each of the strategic goal areas of DOE: energy, national security, science and environment. The DOE Lab is the nation’s leading center for nuclear energy research and development, with roughly 4,000 employees.
