Oracle Guided Learning & Training for Public Sector Organization

Scope of the Project

Lucas County partnered with Elire to enhance the adoption of Oracle Recruiting Cloud (ORC) and Onboarding. The project focused on equipping recruitment teams across 13 county agencies with tailored training and tools to streamline talent acquisition and employee onboarding processes.

Elire delivered customized Oracle training materials, train-the-trainer sessions, and integrated Oracle Cloud Guided Learning, ensuring the county’s HR teams could effectively leverage their Oracle Cloud system.

The Challenge

Lucas County faced barriers to adoption due to generic training materials provided by a previous vendor. These materials lacked alignment with the county’s unique recruiting workflows, creating inefficiencies and user frustration.

Elire addressed this by identifying process gaps, rebuilding trust with stakeholders, and developing practical, user-specific resources.

Success Delivered

Elire delivered a comprehensive training and adoption strategy that:

• Created Tailored Training Materials: Aligned with standardized workflows, offering clear, actionable guidance
• Integrated Job Aids with Oracle Guided Learning (OGL): Provided real-time, in-application support for users. These job aids included, creating regular/pipeline job requisitions to post, managing candidates through different hiring phases and states, managing job offers, and converting candidates from “pending worker” to “employee”
• Conducted Train-the-Trainer Sessions: Empowered internal trainers to support long-term adoption

These changes eliminated inefficiencies, reduced administrative burdens, and enabled Lucas County’s HR teams to confidently manage recruitment across all their 13 agencies.
